i am in Taiwan, my friend is in USA
i just called him from my home phone in taiwan to his cell phone in USA and talked for 15 minutes. i thought i was paying for all this out of my allowance.. but will he be charged an exhorbitant fee for picking up international calls? im so worried rite now, will he be charged anything? if so, will he be charged higher than what he would be charged if he was receiving a local call?

The receiver has to pay anything.
No, the person receiving the call either pays nothing (if their phone is a land line), or they just use up regular minutes (if their phone is a cell phone).
This is the same regardless of where the person making the call is calling from – across the street, or in another country.
