if someone calls me from mexico, do i get charged for receiving the phone call??? i have no international calling service.

No you won’t get charge. The person who is calling you long distance will be charge for the call from Mexico.
If you’re on a cell phone, yes, you get charged for an international call and they are not cheap. But there may be some plans that are cheaper. Ask your service provider.
No, the only thing that would happen is that the duration of the call would be charged against your allotted minutes. Any call that you receive, regardless if the call originated locally or internationally, would not incur any long distance or toll charges. The only exception to this is if you were roaming internationally and in that case you would be charged an international roaming fee for either receiving or initiating a call. Other than that you’re fine.
