So If I were to say I was in a different country but I had my cell phone, which was from houston, to call a friend that is in houston, would it be considered international? And What if it was a text?
Also, will it charge me AND the other person?

    It would be considered a roaming call because you would be with a different service provider. It’s very expensive, even more than a normal international call.

    No, international call is when you call another country from home.

    When you call home from abroad, you have to pay a roaming fee. When I called home from Canada, (I live in the USA), I was charged about $20 roaming fee for a 3 minute call.
    I did not have to pay a long distance fee.
    My minutes were counted as usual.

    The recepient of the call does not have to pay roaming for receiving a call from out of the country. For him it is just like receiving any other call.

    I do not have to pay roaming fee to send a text message from out of the country.

    I have Verizon. I am not positive about other providers but it should be very similar. Check your contract or call customer service to be sure.

    No its not an international calling if you got roaming activated in your cell phone.

    Yes you will get charge a roaming fee aside from the expensive per minute rates. The recipient if its a mobile will get charge too.

    Rates varies depending on what country you are in.

    I don’t use my mobile roaming because of the outrageous rates and I make sure it is not activated whenever I travel or else incur huge fees which I learned the hard way sometime ago.
