What would be the best cell phone carrier for international calls from Nigeria?

My dad is moving to Nigeria and is looking for a cell phone plan that would be the cheapest for him to make calls to the U.S. What would be the best carrier?
Also, if anyone has other suggestions, I’m open to other ideas as well.

    Vodafone and Celtel (now Zain) have networks in Nigeria but they are not cheap.

    Why not use Skype? I did that from Nigeria with very good results.
