How do I make calls over Wi-Fi with mobile phone in a different country?

Here’s the scenario:

I am going to travel to different countries. I am bringing an Android phone and an iPhone. Both phones will have the cell radio OFF, WiFi ON.

I want to be able to call home using an app over free WiFi that is available at hotels/restaurants. Receiving calls would be great, but not needed.

What is the best way to do this? Skype is not free, but cheap. Any other Voip apps that do this for free?
