I have a Symbian 9 S60 V3 Nokia N82 phone and also a vpn connection on a broadband of 1 MBPS. Can you suggest any available mobile software, which I can download/buy to install on the phone and make VOIP calls?

There are several comapnies providig voip calls at very cheao rate.
