Hi,
Its been a while since i have been looking for a cheap solution to call Philippines. I have done a lot of search on internet and the best rate i could like is 11 cents a minute for Philippines mobile.
Using that i can make a phone call from my PC- Philippines anywhere. I would just like to ask all of you here, if you have any suggestions.The limitations are that their is internet on just my end not in Philippines at my recipients side. What do all you use to call philippines ?

Skype computer to computer. Most internet cafes have a DSL connection so if you could meet at a pre arranged time or just use yahoo messenger. Your friend here would only need a headset if they are at a internet cafe.
Where are you from? There are cheap calling cards here that can be used to call specific countries like USA, Canada, Singapore, Malaysia, Hong Kong, Thailand, etc. the price is ranging from PHP 3-7 per min via landline.

you can try vonage voip service or any other voip service providers. all you have to do is buy two adaptors, one for you and one for the philippines. both can have U.S. numbers. send the other adapter to the philippines and get it connected to a broadband or high speed internet connection, and you’ll be good to go. it’s unlimited calling with a fair amount to pay every month.
I have an account at Globalinx and have been using it for sometime. You need to buy a VoIP (2 Port Phone Adapter) box that you need to send back to the Philippines, you will be given a US number of any State of your choice and just connect some phone on it and they also need an internet service to have a line/phone service working. You can call that number from anywhere even if you are in Canada – you don’t need another VoIP box, a regular phone or cellphone that you normally use will do just fine. It’s like calling a “local” US number and it is $24.99 a month, unlimited call to your liking even if you stay and talk for 24 hours. The US number provided for someone in the Philippines can also call any US or Canada number for free. I hope this helps.
