Because i know when you call a mobile phone from a different country both phones are charged, but because yahoo uses VoIP it makes me wonder if the landline phones,that we call from a different country, are charged too… Thank you

no landline is not charged how could they charge you?
I found this in the help pages:
Question: If I call someone using Yahoo! Phone Out, do they pay for the incoming call?
Answer: Yahoo! does not charge the recipient of an incoming call made through the Yahoo! Voice service. Whether it is a PC-to-PC call or someone calling through the Yahoo! Phone In service, we do not charge the recipient for that incoming call.
Please note that we cannot control what other traditional landline and mobile telephone service providers will charge for outgoing calls. Therefore, if you are using a traditional landline or mobile telephone to call a Yahoo! Phone In user, you might be charged depending on your service plan and coverage area.
