Is FRING (or YouTube) working on a cellphone using Globe’s mobile internet service ? I need a International Dialing Code to call a ‘mobile phone’ from Australia to Texas?

I spend a small fortune speaking to a mobile in another country and am looking at ways to use the pc to call a mobile using VOIP. I don’t know if I could, nor am I sure if I got an answer whether it would make a lot of sense to me as I am a little unsure of the jargon people use these days. I have read on Skype about VOIP but don’t fully understand it.

    Not sure what you think DHCP has to do with it, but that is not an issue. VoIP is just like any other information over a network, it just has a few features required like quality of service. My girlfriend uses Skype pretty frequently on her laptop, never used it myself, but my pop sets up business VoIP for a living. As long as the other person is willing to use Skype, you should have no issue. If they aren’t, you could just buy IP phone service, I believe it is around the same price as a normal phone line.
