yes, this is true. The reason probably that they feel that the voip phones are not as secure, and as you will probably be handling sensitive information, they prefer that it is over a land line. Additionally, they do not allow cell phones or wireless land phones.
The phone companies offer cheap options if you are just doing inbound calls.
